PROGRAMME SUMMARY:
Mercy Corps is an international NGO operating in 40 countries aroundthe world, and has been operational in Timor-Leste since 2005. In May2011 Mercy Corps began implementing the three-year, EC-funded Energyfor All (E4A) programme, focusing on alternative energy solutions forrural and peri-urban Timor Leste. A key component of this programmefocuses on a market development approach to energy access, supportingsmall businesses throughout the country to sell affordable and highquality solar products and to produce and sell fuel efficient stoves atscale. To-date the programme has had a focus on three districts(Manufahi, Ainaro and Dili), but is now being expandednationally.
 GENERAL POSITION SUMMARY:
The Business Development Coordinator position is an excitingopportunity to be involved in an initiative that will create a network ofsmall businesses throughout the country and transform energy access inoff-grid rural areas. The Business Development Coordinator will beresponsible for supporting businesses in Dili and throughout the countryto become effective and viable businesses. This will include working withtraining providers (including IADE) to ensure they have solid businessand financial management skills, providing on-going mentoring andanalysis of business performance, supporting businesses with theirmarketing and promotion activities, and working to identify new potentialbusinesses and business opportunities to support market development inTimor-Leste.

ESSENTIAL JOB FUNCTIONS:
·         Undertake marketassessments and research that will inform scale-up strategynationally
·         Support private sectorand government initiatives (e.g. SEFOPE and IADE) to identify businessesacross the country interested in become alternative energy retailers /cookstove producers
·         Form strongrelationships with lead businesses in Dili and rural businessesthroughout the country
·         Provide on-goingmonitoring and mentoring to Dili and rural businesses, helping tomaximise their business performance and growth
·         Support existinginstitutions providing business support services (e.g. traininginstitutions, government, MFIs etc), to enable them to deliver highquality and appropriate training for the energy businesses
·         Help to establish aformal business association for Alternative Energy Businesses inTimor-Leste
·         Work with microfinanceinstitutions initiating loans for alternative energy products, helping tofacilitate their interaction with rural businesses providing theproducts
·         Build and maintainstrong relationships with government bodies involved in developing theprivate sector
·         Support ruralbusinesses in their marketing and awareness-raising campaigns in districtcapitals and in sucos
·         Work with businesses toidentify other opportunities for products with a social impact, such asdistribution channels for water filters, agricultural inputs andtechnologies etc

KNOWLEDGE AND EXPERIENCE:
·         University degreerequired. University degree in Business, Management or Economics stronglypreferred.
·         Previous experienceworking in the private sector or working for an institution providingbusiness support services would be preferred.
·         Ability to understandthe strengths, obstacles and priorities for rural businesses isessential
·         Ability to establishstrong relationships with Dili and rural businesses is essential,including ability to communicate, motivate and engage
·         Previous experienceundertaking research related to the private sector would be anadvantage

YOUTH EMPOWERMENT FOR SUSTAINABLE DEVELOPMENT PROGRAM

MONITORING AND EVALUATION COORDINATOR, AILEU DISTRICT
Overview. The M&E Coordinator is responsible for the collection of key monitoring data on participation, changes in knowledge, skills attitudes of young people.

Responsibilities include:
Ensure that the M&E system feeds into program management decision-making;
Develop data collection and storage tools and systems that measure project performance;
Ensure that all data collected through the M&E system is disaggregated by sex, disability, urban/rural and age;
Undertake analysis of data on a quarterly basis and share results during YE4SD staff meetings;
Design and implement a baseline survey at the suco and aldeia levels utilizing standard Participatory Rural Appraisal (PRA) tools;
Design and ‘roll-out’ additional monitoring tools such as stories of change and PhotoVoice that captures the views and experiences of community members and project staff;
Assist the YE4SD Manager to prepare quarterly and annual reports
Organize appropriate M&E training for field staff
In the event of a significant humanitarian emergency, coordinate rapid assessments in the affected areas;
Contribute to Plan Timor Leste’s Annual Program Participatory Review processes
Lead the design and implementation in the project mid-term review, end of project evaluation and project related research;

Skills, qualifications, experience, other requirements
University education with an appropriate qualification
Significant long term experience in monitoring and evaluation of community based projects

TECHNICAL OFFICER, AILEU DISTRICT

Overview: The Technical Officer will work with young people to develop their skills and their opportunities to participate in the political, economic, cultural development of their communities.

Responsibilities include:
·        Participate in the development of a Youth Engagement Strategy
·        Facilitate the identification of youth priorities utilizing a youth-to-youth approach
·        Coordinate and assist partners in the Life Skills training for young people, including sexual and reproductive health;
·        Support youth training on developing analytical and public speaking skills;
·        Link teenage parents/caregivers with early childhood care and development programs;
§ Help youth at suco and aldeia level to link with microfinance institutions
§ Identify youth to participate in Water, Sanitation and Hygiene (WASH) skills training with the National Vocational Training Centre

LEGAL ADVISER FOR THE PRESIDENCY OF THE REPUBLIC – DEPARTMENT OF LEGAL AND CONSTITUTIONAL AFFAIRS

The Department of Legal and Constitutional Affairs (DAJC) is a technical service that provides expert advice to the President on the documents sent for promulgation and performs other work in the area of ​​its specialty. The Presidency of the Republic is now hiring a legal advisor to integrate DAJC inviting all interested individuals to submit their application. 

RESPONSABILITIES: The Legal Advisor will report to the Chief of the Civil House and to the Coordinator of the Department of Legal and Constitutional Affairs, having as main mission to provide advice on the draft diplomas sent for promulgation. To duly perform his duty, the legal advisor shall:

a)      Provide all the necessary legal and political information related with the diplomas sent to be promulgated, researching and meeting with the entities involved, civil society groups and other public bodies;
b)      Ensure the regular progress of the promulgation stage next to the services involved;
c)       Write and submit messages to other organs of sovereignty;
d)      Write and ensure the progress of all documents and communications that may be involved in the supervision of constitutionality.
In addition, upon request, the Legal Adviser shall also be responsible for performing the following tasks:
e)      Provide legal advice in all matters requested, in particular in those related with the management of the services of the Presidency, with special focus on issues related with administrative law, public international law and constitutional law;
f)       Draft diverse documentation including legal opinions, memoranda, briefings and correspondence;
g)      Review and advise on the draft normative acts, draft treaties, conventions and international agreements;
h)      Monitor the legislative processes and negotiation of legal instruments of international law;
i)        Participate in various committees or working groups, under appointment by the President of the Republic;
j)        Draft legislative acts and documents of executive nature;
k)      Provide legal advice and monitor the procurement processes and draft contracts or other operational documentation.

QUALIFICATIONS AND EXPERIENCE:

• Law Degree from a country of civil law system;
• Knowledge of the Timor-Leste legal system as well as of its social and cultural realities;
• Minimum 5 years professional experience in legal advice, advocacy, legal consultancy or other comparable services;
• Solid experience in Public Administration;
• Experience in drafting legislation;
• Fluency in English and Portuguese;

Knowledge of Tetum and experience in constitutional issues are preference factors.

The President of the Democratic Republic of Timor-Leste (Presidency) is endowed with administrative, financial and patrimonial autonomy, as well as power of self-regulation of its organization. In this context, the Presidency is hiring a Legal Consultant to prepare the organizational framework of this organ of sovereignty.

RESPONSABILITIES:
The legal advisor will have as main mission the drafting and delivery of organizational documents and diplomas, according to the schedule defined by the Presidency.

To pursue these duties the consultant shall:

• Take into account the recommendations, objections and preferences of the Presidency in the drafting of the documents and diplomas;
• Work together with the focal points appointed by the Presidency and hold regular meetings to coordinate the work with the staff of the Presidency;
• Promote and participate in meetings with members of senior management positions and of the Presidency;
• Undertake a study on the functions, activities and tasks performed by each organ of the Presidency, analyzing the work by organ, the resources needed for each service and presenting the findings of the study.

DURATION AND SCHEDULE OF ACTIVITIES: The contract will have nine weeks.
The Legal Consultant reports directly to the Chief of the Civil House of the Presidency and his contract will be executed according to the schedule of activities approved by the Presidency.

QUALIFICATIONS AND SKILLS:
• Law Degree from a country of civil law system;
• Knowledge of the legal system of East Timor as well as the social and cultural reality of the country;

CERPEN MENYENTUH HATI...JANGAN SAMPE NANNGIS


Seru deh ceritanya. Selamat membaca :-) :-)

Tapi ingat       jangan pake air mata yahh hehehee

 

Ceritanya ada seorang anak cowok tunggal yang

ditinggal       mati nyokapnya pas ngelahirin dia. Sejak itu bokapnya jadi

amat sangat       workaholic sekali dan nggak married2 lagi.

 

Ini anak tapi baek hati dan lemah lembut walopun cuma diurus       ama

pengasuh aja.

 

Pas TK, sementara anak2 laen udah punya sepeda dia masih       jalan kaki.

Pengasuhnya ngadu ke bokapnya, "Tuan, nggak kasian sama den       Bagus? Masa

sepeda nggak punya...apa tuan juga nggak malu?"       Iya..nih..bokapnya tuh

tajir banget deh. Punya sekian perusahaan...maka       dipanggil-lah si anak,

ditawarin mau sepeda yang kayak gimana merek       apa..dan si anak cuma

bilang, "Aku nggak

mau sepeda, Pi, aku       dibeliin bola item bola putih aja.."

Lho kok gitu? Bingung dong       bokapnya. "Kenapa bola item dan putih?"

"Nggak usah diterangin deh pi.       Kalo papi punya uang yaa..beliin itu

aja."

 

Yah, mengingat mereka nggak pernah ngobrol, dan ini

anak       juga masih TK, papinya pikir ya normal2 aja anak kecil minta bola

item       bola putih, jadi papinya nerima2 aja. Nggak berminat lanjutin,      

maka

tetep-lah tu anak dibeliin sepeda generasi terbaru saat itu,       yang

paling

canggih, plus bola item dan bola putih.

 

Trus ni anak masuk SD lah. Pas itu musim sepatu       roda.

Sekian lama pengasuh pratiin, ni anak nggak minta2 dibeliin       sepatu

roda sama papinya. Sore2 cuma duduk aja. Sepedanya juga ditaruh       di

gudang. Lagi nggak musim, katanya. Pengasuhnya laporan pandangan       mata

dong ke tuannya hingga si anak dipanggil lagi. "Nak, kamu mau       dibeliin

sepatu roda kayak temen2 kamu? Kok nggak bilang2 papi. Nggak       masalah

cuma beli sepatu roda aja...". Si anak bilang,"nggak Pi, bola       item dan

bola

putih saya udah rusak..dibeliin lagi aja..nggak usah       beli sepatu roda.

Lagian lebih murah bola kan Pi?" Yee..si papi geram       dong. Ni anak

ngeremehin papinya sendiri, atau sok merendah? So, tetep       si papi beliin

sepatu roda, plus bola item dan bola putih.

 

Selang beberapa taun, ni anak masuk SMP. Cerita sama       terulang. Sekarang

temen2nya musim roller blade. Tren baru. Sementara       sore hari, dia masih

setia sama sepatu rodanya. Pas bokapnya pulang       dari luar negri dan

ngeliat anaknya doang yang pake sepatu roda, si       papi malu banget. Gila,

rumah gedong, perusahaan banyak, keluar negri       terus...eeh anaknya

ketinggalan jaman. Besoknya, di kamar anaknya udah       ada sepasang roller

blade baru dengan note: "Biar kamu nggak malu". Malemnya di ruang kerja papinya ada note balesan: "Pi, kok nggak beliin Bola item dan bola putih? Aku lebih suka itu." Weleh, si papi pas liat note

itu dongkol tambah bingung. Apaan sih istimewanya bola item dan bola

putih? Emang bisa bikin die beken atau nge-tren? Besoknya dan besoknya

lagi si papi berkali2 nemuin note itu...hingga dia  ngak tahan dan membelikan

anaknya bola item dan bola putih untuk kesekian kalinya. Bener, setelah dapet  tu bola, si anak nggak       ninggalin note-note buat bokapnya lagi.

 

 

Pas SMA, yang jaraknya rada jauh, si anak masih ber-bis       ria, temen2nya

udah ada yang bawa motor en mobil ke sekolahan. Suatu       hari, tumben

papinya di rumah, si anak pulang dianterin temennya yang       mau

ditebengin. Papi malu banget. Masa cuma untuk anak satu nggak       bias beliin mobil?

Maka ditawarin anaknya. Si anak nolak dengan alasan mobil kurang praktis, lagian pengen bola item bola putih aja.     

Si bapak nggak terima penolakan. Karna anaknya udah gede, bisa       berunding.

Hingga tercetus keputusan si anak dibeliin motor plus bola       item dan

bola putih tentunya.

 

Dan si bapak kesel juga duong... Udah       berapa taun dia beberapa kali

beliin dua macem bola itu tanpa tau       kenapa. Tapi si anak nggak ada

keinginan dan kemauan ngasih tau sih.

 

Hingga tibalah masa kuliah. Karna seneng dan bangga masuk       PTN, si anak

dikadoin mobil. Sampe beberapa bulan si anak masih naek       motoor aja.

Kuliah, pacaran, naek motor aja. Pacarnya juga bingung, kan       dia punya

mobil? Ditanya sama pacarnya, dijawab, abis papi nggak beliin       bola item

bola putih. Nggak ngerti anak sendiri sih! So, pas

makan       malem bersama,

si pacar bilang sama papi, kenapa si om nggak beliin       bola item bola

putih. Si papi sebenernya sensitif sama para bola       itu..huh..sampe

pacar anak

gue nyuruh2...jadi dia tanya balik dong       kenapa. Si pacar bilang kalo

mobilnya nggak akan dipake selama nggak       dikasih bola itu juga. Papi

bingung

dong, di kamar anaknya udah       segitu banyak bola item bola putih. Buat

apa sih, pikir papi. Tapi demi       gengsi, anak orang lho yang nanya, maka

besoknya udah ada bola item       bola putih buat anaknya.

 

Suatu hari anaknya gaul ke Puncak bawa mobil, sama pacarnya.       Yah,

namanya anak muda, pas lagi di jalan, sipacar nyium dia en dia       jadi

grogi dan kecelakaan!!! Segera di bawa ke rumah sakit, si papi       juga

ditelpon sama rumah sakitnya. Tabrakannya parah.

Mereka berdua       nggak ada yang pake seatbelt, yang cewek mati seketika

dan ni

cowok       udah sekarat.

Si papi dateng ke RS.."gimana dok, anak saya?"       Dokter

(dengan tampang empati penuh duka cita):"Maaf pak, kami tidak       dapat

berbuat banyak..sepertinya memang sudah waktunya...       sebaiknya

bapak manfaatkan waktu terakhir.." Perlahan si bapak masuk,       nyamperin

anaknya. "Pap, maafin saya..nggak hati2 bawa mobilnya.." si       anak juga

nangis karna pacarnya nggak tertolong. Si papi       nenangin

dia...akrablah dua manusia

itu beberapa saat. Hingga si       papi beranggapan ini saat terakhir. Dia

inget

penasaran dia tentang       kenapa si anak selama ini selalu minta bola item

bola putih. "Nak,       maafin papi selama ini yang selalu sibuk..kamu jadi

kesepian..maafin       papi, nak. Nggak sempet jadi orang tua yang       baik."

Anaknya

jawab,"nggak apa-apa pi, saya ngerti kok..Cuma sempet       kesel kalo papi

punya

uang lebih malah beliin yang macem2....saya       cuma minta bola item dan

bola putih aja kan?"

 

 

 

Si papi rasa timing-nya tepat nih, "KENAPA SIH KAMU SELALU       MINTA BOLA

ITEM BOLA PUTIH...ADA APA DENGAN BOLA2 ITU?" (pembaca juga       penasaran

kan..?) Si anak jawab dengan terpatah2 dan susah banget, abis       udah

sekarat dan masanya udah hampir sampe..."sebab       pi...saya..."

*hep*

Kepalanya rebah dan nafasnya ilang. Si anak       udah

meninggal sebelum kasih tau papinya.

 

 

 

Nah, si papi aja yang udah hidup bareng anaknya aja

nggak       tau...apalagi

gue yang cuma nyeritain ulang! GIMANA? Kesel ngak       sih?

Tabokin aja yang pertama kali cerita, karena gue juga korban,       Nggak enak lho jadi korban sendirian....

Huaahahahahahahahaa....

Position                       : Cashier

Duty Station               : Dili Base with travel to field offices

Report to                    : Finance Manager

 Position summary:  

This position is responsible for operating cash register to computer and register items. Specific responsibilities include, but are not limited to management of petty cash flow, vendor payments, and oversight advances of staff.  

 Specific duties and responsibilities:
 

A.    Cash Transactions

·         Ensures payments are process on a timely manner and in correct value and coding

·         Ensure payments are well supported and in correct coding

·         Strictly follow the authorization level

·         Prepare the daily cash count at the end of day

·         Prepare petty cash replenishment

·         Updates Cash books daily and submitted to Accountant to checking

 

B.     Banking Transactions

·         Update Cheque Finsun daily and submitted to Accountant to checking

·         Liaising with the bank to make cash deposit, withdrawal, transfers and other correspondences

·         Ensure fund receipt and credit advice available monthly

·         Request the bank statement at least once in month

·         Prepare the bank reconciliation month end on 1st of each month or first working day thereafter and  Make appropriate adjustments if required

 
C.    Filling and Tax Payment

·         Filling of vouchers, receipt, memo, adjustments orderly

·         Ensure timely remittance of tax payment 

Qualification:

  • Experience at least two years.
  • Knowledge in computers (Windows, spreadsheets, etc.)
  •  Language- Tetum, Indonesia, & English
  •  Ability to work in fast-paced, stressful environmental
  •  Prior cash handling experience preferred

Istri 2: “Pake CD gw aja, ntar langsung gw buang… kalo loe?”
Istri 1: “Waahhh… CD gw mahal, mana baru beli lagi… sayang ahh…!!! Tapi pake apaan ya…???”
Istri 2: “Pake itu aja tuh…!” (sambil nunjuk kertas karangan bunga di atas batu nisan)
Dengan cuek, Istri 1 ngambil kertas karangan bunga itu buat ngelap. Dan mereka pun pulang…

Besok paginya para suami yang kesel ngeliat kelakuan istri-istri mereka, ngobrol lewat pagar rumah…

The Tour Begins - Stage One

The Jungle Run crew was up at 3:30am this morning to start our coverageof the 2012 Tour de Timor (that’s not a misprint, 3:30!). By 4:30, carswere packed, crew were fed, and our work began in earnest. Jungle Runfounder Joe Yaggi, sound man Wil Hemmerle, and the editing and productionteam left the Timor Lodge for the finish line in the advance media convoyat 5:30am – half an hour later than planned – but with still enough timeto get to the finish line to set up.
After a short speech from the newly elected Timor Leste President TaurMatan Ruak, the race began at 7:00am. 300 plus riders began the 6-dayodyssey, decked out in their team colours, many sporting flags from theirhome countries. Quite a sight.
All this will be well documented. Nine still photographers are herecovering the Tour, and two of them were on the back of motorbikes today.Here’s a shot of Australian Zoe Morley, here shooting the Tour for thesecond time.

Six videographers were on motorbikes today, all shooting for Jungle Run.Intrepid tour veteran Jacqui Hocking, newcomer Chris Knight, myself(Peter Wall), cinematographer Patrick Lavaud, Jungle Run Balinese shooterGusti Ketut Oka, and local Timorese freelancer Armando BarroSoares.
I rode behind Sean Burrell, the event director and expert motorbikedriver, and we hit the road about 30 minutes after the riders left, asSean had to make sure various VIP guests were taken care of.
We quickly made up time, and filmed the field from tail to top as weblasted along the gorgeous Timorese coast. 50km in to the race we hadcaught up to the race leaders as they competed up the first major climb,a King of the Mountains point competition. Shortly after the climb, wewere there to capture the major lead change of today’s race. Australianrider Jared Hughes caught the two other lead riders with about 45km togo, and went on a mighty solo break-away for the rest of the way for thestage win. A remarkable performance.
Riding backwards while filming on a motorbike is a new thing for me, andluckily I am the right size (5’8) to be able to pull it off. Stoppingisn’t a problem, but quick accelerations and major bumps are. LuckilySean and I had a two-way headset wired into our helmets, and he was ableto give me advance warning of when I had to hang on. For the last 40km ofthe race today Jared Hughes was out at the front of the race on his own,with only us for company. Several times he tried to draft behind us, andI had to warn Sean so he could put a little more space between us and therider, as drafting is illegal… But the day went well, we got the shots,and I’m looking forward to getting back on the bike to shoot daytwo.
Finally, tonight’s camp site. We’ve taken over the new market in the townof Mota’ain. The town is right on the border with Indonesia, and themarket’s wall actually is the fence that separates the two countries! Thefood, media, and bike repair sections are housed in various concretestalls, and the medical tent, the National Critical Care and TraumaResponse Centre from Australia, have brought their own tents. Truly asmall village of riders, media and support workers that has sprung up inthe middle of… well, nowhere. Most people are in tents, including me,though some people will sleep on the floor of the market stalls. We’llsee how everyone feels in the morning!
Stay tuned for tomorrow’s post, as the Tour will cross into Indonesia forthe first time in the race’s history.

Overview: The CDF is Plan’s main representative at suco and aldea level. Responsibilities include

Purpose of position:
The Resource Mobilization Associatewill be responsible for supporting the Resource Mobilization Officer/Managerin the acquisition and maintenance of new and existing donor funding, includinggrants, World Vision Private Non-Sponsorship (PNS) and corporate funding.The Resource Mobilization Associate will also support relationship buildingwith donors, communication of project related information and reporting,and achievement of an effective project management cycle.
