1)  At minimum, a Bachelor’s degree in economics,international relations, business and administration, social sciences,languages, or related subjects, or extensive work experience in relatedfields; 2) A minimum of two years experience, at least someof which would be in position(s) requiring familiarity with Timoresebusiness environment, whether in public or private sector.  Ideally,the incumbent will have worked in positions which have involved someinternational experience and will be familiar with multicultural workenvironments.  Previous experience in marketing or public outreach aplus; 3) Excellent working command of spoken and writtenEnglish and Tetum required, some knowledge of Portuguese and/or oralBahasa Indonesia a plus; 4) Good knowledge of the structureand operations of the economic institutions of Timor Leste government andthe local business environment.  5) Wide-ranging analyticalability is desirable with emphasis on the economic arena. Workingknowledge of commonly used software and good keyboard skills arerequired.

"Punitive Damage" Screening at the Fundacao Oriente

Dear Friends,

 

Support East Timor’s First Feature Film. After 500 years of foreign colonisation and occupation we are free to tell our story. Help us make history.

To help raise funds for East Timor’s first feature film, ‘A Guerra Da Beatriz,’ FairTrade Films and Dili Film Works are holding a series of film screenings throughout 2012. Thank you to everyone that came along to the screening of "Buried Alive".

 

The next film we will be presenting is the documentary by Annie Goldson "Punitive Damage" at 7.30pm and 9pm at the Fundacao Oriente. This film was very popular earlier this year when we screened it at Hotel Timor so make sure you get your tickets early.

About the film:

When 20 year old New Zealand-Malaysian student Kamal Bamadhaj travelled to East Timor to assist a human rights investigation, his last words to his mother were “I’ll be careful, Mum”. Three weeks later he was dead, shot at point blank range by the Indonesian military.

 

During a demonstration in Dili in 1991, Kamal Bamadhaj, a sympathiser of the East-Timorese independence movement, was killed by Indonesian gunfire. Just like 270 others. However, Kamal’s family would not rest before the circumstances surrounding his death were cleared up. Produced and directed by award winning documentary maker Annie Goldson, PUNITIVE DAMAGE is the remarkable story of an idealistic young man, and his mother’s determination and courage to ensure that her son did not die in vain.

The film screened in competition at the prestigious Amsterdam International Documentary Festival.

Position : National Finance Officer (ANCP Projects)

Duty Station : Dili with visits to Field Offices

Report to : Finance Manager

Position summary:

This is a one-year position to provide finance support to projects funded during the 2012-13 financial year under the ANCP program. The position is responsible for ensuring all finance documents submitted by the projects comply with policies and procedure and donor requirement, uploading to system and presenting them in monthly project finance report. Specific responsibilities include, but are not limited to, assisting project staff to prepare the finance forms with correct coding and proper supporting documents, prepare and follow up the payment for project staff such as final payment, surplus payout etc, verify the coding based on the project budget, correspondence with project managers and donors and travelling to the field base/project location if required.

Specific duties and responsibilities:

A. Working closely with project to ensure all finance document submitted by project are comply with policies and procedure and donor requirement, uploading to system, filed and presenting them in monthly project finance report

• Verify the payment voucher from projects.
• Do the first review Cash and Cheque Finsun.
• Upload Cash and Cheque Finsun.
• Prepare the monthly budget versus actual report for projects.
• Provide assistance and support for projects staff related to project advances, induction for new staff, update the new & revised policies and procedures, final payment and also travelling to project sites if required.
• Filing the project documentation in project information folder.

B. Working with external parties related to project requirement such as Auditor, Donors, Care Australia, etc

· Follow up the reports and invoices should be submitted to donors .

· Respond to Auditor’s requirement and queries.

· Building the good relationship and communication with project staff, project manager, Finance Manager and if required with Care Australia, CI member and donor.

C. General Finance tasks

· Providing assistance with administrative tasks.

· Assist field office staff.

· Involve in finance training as facilitator.

Qualification:

• Experience at least three years.
• Knowledge in computers (Windows, spreadsheets, etc.)
• Language- Tetum, Indonesia, & English
• Ability to work in fast-paced, stressful environmental
• Has experiences in handling projects report from various donors (AUSAID, USAID etc)
