Business Development Coordinator – Mercy Corps ‘Energy for All’programme

PROGRAMME SUMMARY:
Mercy Corps is an international NGO operating in 40 countries aroundthe world, and has been operational in Timor-Leste since 2005. In May2011 Mercy Corps began implementing the three-year, EC-funded Energyfor All (E4A) programme, focusing on alternative energy solutions forrural and peri-urban Timor Leste. A key component of this programmefocuses on a market development approach to energy access, supportingsmall businesses throughout the country to sell affordable and highquality solar products and to produce and sell fuel efficient stoves atscale. To-date the programme has had a focus on three districts(Manufahi, Ainaro and Dili), but is now being expandednationally.
 GENERAL POSITION SUMMARY:
The Business Development Coordinator position is an excitingopportunity to be involved in an initiative that will create a network ofsmall businesses throughout the country and transform energy access inoff-grid rural areas. The Business Development Coordinator will beresponsible for supporting businesses in Dili and throughout the countryto become effective and viable businesses. This will include working withtraining providers (including IADE) to ensure they have solid businessand financial management skills, providing on-going mentoring andanalysis of business performance, supporting businesses with theirmarketing and promotion activities, and working to identify new potentialbusinesses and business opportunities to support market development inTimor-Leste.

ESSENTIAL JOB FUNCTIONS:
·         Undertake marketassessments and research that will inform scale-up strategynationally
·         Support private sectorand government initiatives (e.g. SEFOPE and IADE) to identify businessesacross the country interested in become alternative energy retailers /cookstove producers
·         Form strongrelationships with lead businesses in Dili and rural businessesthroughout the country
·         Provide on-goingmonitoring and mentoring to Dili and rural businesses, helping tomaximise their business performance and growth
·         Support existinginstitutions providing business support services (e.g. traininginstitutions, government, MFIs etc), to enable them to deliver highquality and appropriate training for the energy businesses
·         Help to establish aformal business association for Alternative Energy Businesses inTimor-Leste
·         Work with microfinanceinstitutions initiating loans for alternative energy products, helping tofacilitate their interaction with rural businesses providing theproducts
·         Build and maintainstrong relationships with government bodies involved in developing theprivate sector
·         Support ruralbusinesses in their marketing and awareness-raising campaigns in districtcapitals and in sucos
·         Work with businesses toidentify other opportunities for products with a social impact, such asdistribution channels for water filters, agricultural inputs andtechnologies etc

KNOWLEDGE AND EXPERIENCE:
·         University degreerequired. University degree in Business, Management or Economics stronglypreferred.
·         Previous experienceworking in the private sector or working for an institution providingbusiness support services would be preferred.
·         Ability to understandthe strengths, obstacles and priorities for rural businesses isessential
·         Ability to establishstrong relationships with Dili and rural businesses is essential,including ability to communicate, motivate and engage
·         Previous experienceundertaking research related to the private sector would be anadvantage
·         Good competence inriding a motorbike, and willingness to visit businesses in all districtsof Timor-Leste, is required
·         Strong organisationaland coordination skills, and high level of computer skills, arerequired
·         Very good level ofspoken English is required. Fluency in Tetum or Bahasa Indonesia is alsorequired

YOUTH EMPOWERMENT FOR SUSTAINABLE DEVELOPMENT PROGRAM

MONITORING AND EVALUATION COORDINATOR, AILEU DISTRICT
Overview. The M&E Coordinator is responsible for the collection of key monitoring data on participation, changes in knowledge, skills attitudes of young people.

Responsibilities include:
Ensure that the M&E system feeds into program management decision-making;
Develop data collection and storage tools and systems that measure project performance;
Ensure that all data collected through the M&E system is disaggregated by sex, disability, urban/rural and age;
Undertake analysis of data on a quarterly basis and share results during YE4SD staff meetings;
Design and implement a baseline survey at the suco and aldeia levels utilizing standard Participatory Rural Appraisal (PRA) tools;
Design and ‘roll-out’ additional monitoring tools such as stories of change and PhotoVoice that captures the views and experiences of community members and project staff;
Assist the YE4SD Manager to prepare quarterly and annual reports
Organize appropriate M&E training for field staff
In the event of a significant humanitarian emergency, coordinate rapid assessments in the affected areas;
Contribute to Plan Timor Leste’s Annual Program Participatory Review processes
Lead the design and implementation in the project mid-term review, end of project evaluation and project related research;

Skills, qualifications, experience, other requirements
University education with an appropriate qualification
Significant long term experience in monitoring and evaluation of community based projects
Experience in training of young people and understanding of participatory adult learning principles
Commitment to working with children and young people in rural areas
Demonstrated skills and experience in planning, monitoring, budget management; report writing
Fluent spoken and written English a major advantage
Able to ride motorcycle
Able to travel, work and stay in remote areas under difficult conditions

TECHNICAL OFFICER, AILEU DISTRICT

Overview: The Technical Officer will work with young people to develop their skills and their opportunities to participate in the political, economic, cultural development of their communities.

Responsibilities include:
·        Participate in the development of a Youth Engagement Strategy
·        Facilitate the identification of youth priorities utilizing a youth-to-youth approach
·        Coordinate and assist partners in the Life Skills training for young people, including sexual and reproductive health;
·        Support youth training on developing analytical and public speaking skills;
·        Link teenage parents/caregivers with early childhood care and development programs;
§ Help youth at suco and aldeia level to link with microfinance institutions
§ Identify youth to participate in Water, Sanitation and Hygiene (WASH) skills training with the National Vocational Training Centre
§ Assist WASH graduates to access employment opportunities;
§ Support youth activities linked to culture and history
§ Participate in the establishment of a Youth Advisory Group;
§ Assist youth to access small grants from the Program

Skills, qualifications, experience, other requirements
·        At least SMA, preferably university education
·        Minimum 3 years experience in community development in a rural setting
·        Experience working with youth and in a training environment
·        Experience working with youth  organizations and assisting in the development of their capacity
·        Experience in participatory approaches
·        Understanding of Timor-Leste’s current development issues, trends, challenges and opportunities

LEGAL ADVISER FOR THE PRESIDENCY OF THE REPUBLIC – DEPARTMENT OF LEGAL AND CONSTITUTIONAL AFFAIRS

The Department of Legal and Constitutional Affairs (DAJC) is a technical service that provides expert advice to the President on the documents sent for promulgation and performs other work in the area of ​​its specialty. The Presidency of the Republic is now hiring a legal advisor to integrate DAJC inviting all interested individuals to submit their application. 

RESPONSABILITIES: The Legal Advisor will report to the Chief of the Civil House and to the Coordinator of the Department of Legal and Constitutional Affairs, having as main mission to provide advice on the draft diplomas sent for promulgation. To duly perform his duty, the legal advisor shall:

a)      Provide all the necessary legal and political information related with the diplomas sent to be promulgated, researching and meeting with the entities involved, civil society groups and other public bodies;
b)      Ensure the regular progress of the promulgation stage next to the services involved;
c)       Write and submit messages to other organs of sovereignty;
d)      Write and ensure the progress of all documents and communications that may be involved in the supervision of constitutionality.
In addition, upon request, the Legal Adviser shall also be responsible for performing the following tasks:
e)      Provide legal advice in all matters requested, in particular in those related with the management of the services of the Presidency, with special focus on issues related with administrative law, public international law and constitutional law;
f)       Draft diverse documentation including legal opinions, memoranda, briefings and correspondence;
g)      Review and advise on the draft normative acts, draft treaties, conventions and international agreements;
h)      Monitor the legislative processes and negotiation of legal instruments of international law;
i)        Participate in various committees or working groups, under appointment by the President of the Republic;
j)        Draft legislative acts and documents of executive nature;
k)      Provide legal advice and monitor the procurement processes and draft contracts or other operational documentation.

QUALIFICATIONS AND EXPERIENCE:

• Law Degree from a country of civil law system;
• Knowledge of the Timor-Leste legal system as well as of its social and cultural realities;
• Minimum 5 years professional experience in legal advice, advocacy, legal consultancy or other comparable services;
• Solid experience in Public Administration;
• Experience in drafting legislation;
• Fluency in English and Portuguese;

Knowledge of Tetum and experience in constitutional issues are preference factors.

LEGAL CONSULTANT TO THE PRESIDENCY OF THE REPUBLIC OF TIMOR-LESTE

The President of the Democratic Republic of Timor-Leste (Presidency) is endowed with administrative, financial and patrimonial autonomy, as well as power of self-regulation of its organization. In this context, the Presidency is hiring a Legal Consultant to prepare the organizational framework of this organ of sovereignty.

RESPONSABILITIES:
The legal advisor will have as main mission the drafting and delivery of organizational documents and diplomas, according to the schedule defined by the Presidency.

To pursue these duties the consultant shall:

• Take into account the recommendations, objections and preferences of the Presidency in the drafting of the documents and diplomas;
• Work together with the focal points appointed by the Presidency and hold regular meetings to coordinate the work with the staff of the Presidency;
• Promote and participate in meetings with members of senior management positions and of the Presidency;
• Undertake a study on the functions, activities and tasks performed by each organ of the Presidency, analyzing the work by organ, the resources needed for each service and presenting the findings of the study.

DURATION AND SCHEDULE OF ACTIVITIES: The contract will have nine weeks.
The Legal Consultant reports directly to the Chief of the Civil House of the Presidency and his contract will be executed according to the schedule of activities approved by the Presidency.

QUALIFICATIONS AND SKILLS:
• Law Degree from a country of civil law system;
• Knowledge of the legal system of East Timor as well as the social and cultural reality of the country;
• Minimum 5 years professional experience in legal advice, advocacy, legal consultancy or other related services;
• Solid experience in public administration and, in particular, restructuring public entities;
• Proven experience in drafting legislation;
• Fluency in English, Portuguese and Tetum;
• Strong analytical and critical skills;
• Excellent organizational skills;
• Ability to work in a team;
• Ability to deliver on deadlines;
• Ability to work under pressure;
• Strong sense of responsibility.
