YOUTH EMPOWERMENT FOR SUSTAINABLE DEVELOPMENT PROGRAM
MONITORING AND EVALUATION COORDINATOR, AILEU DISTRICT
Overview. The M&E Coordinator is responsible for the collection of key monitoring data on participation, changes in knowledge, skills attitudes of young people.
Responsibilities include:
Ensure that the M&E system feeds into program management decision-making;
Develop data collection and storage tools and systems that measure project performance;
Ensure that all data collected through the M&E system is disaggregated by sex, disability, urban/rural and age;
Undertake analysis of data on a quarterly basis and share results during YE4SD staff meetings;
Design and implement a baseline survey at the suco and aldeia levels utilizing standard Participatory Rural Appraisal (PRA) tools;
Design and ‘roll-out’ additional monitoring tools such as stories of change and PhotoVoice that captures the views and experiences of community members and project staff;
Assist the YE4SD Manager to prepare quarterly and annual reports
Organize appropriate M&E training for field staff
In the event of a significant humanitarian emergency, coordinate rapid assessments in the affected areas;
Contribute to Plan Timor Leste’s Annual Program Participatory Review processes
Lead the design and implementation in the project mid-term review, end of project evaluation and project related research;
Skills, qualifications, experience, other requirements
University education with an appropriate qualification
Significant long term experience in monitoring and evaluation of community based projects
Experience in training of young people and understanding of participatory adult learning principles
Commitment to working with children and young people in rural areas
Demonstrated skills and experience in planning, monitoring, budget management; report writing
Fluent spoken and written English a major advantage
Able to ride motorcycle
Able to travel, work and stay in remote areas under difficult conditions
TECHNICAL OFFICER, AILEU DISTRICT
Overview: The Technical Officer will work with young people to develop their skills and their opportunities to participate in the political, economic, cultural development of their communities.
Responsibilities include:
· Participate in the development of a Youth Engagement Strategy
· Facilitate the identification of youth priorities utilizing a youth-to-youth approach
· Coordinate and assist partners in the Life Skills training for young people, including sexual and reproductive health;
· Support youth training on developing analytical and public speaking skills;
· Link teenage parents/caregivers with early childhood care and development programs;
§ Help youth at suco and aldeia level to link with microfinance institutions
§ Identify youth to participate in Water, Sanitation and Hygiene (WASH) skills training with the National Vocational Training Centre
§ Assist WASH graduates to access employment opportunities;
§ Support youth activities linked to culture and history
§ Participate in the establishment of a Youth Advisory Group;
§ Assist youth to access small grants from the Program
Skills, qualifications, experience, other requirements
· At least SMA, preferably university education
· Minimum 3 years experience in community development in a rural setting
· Experience working with youth and in a training environment
· Experience working with youth organizations and assisting in the development of their capacity
· Experience in participatory approaches
· Understanding of Timor-Leste’s current development issues, trends, challenges and opportunities
· Able to ride motorcycle
· Able to travel, work and stay in remote areas under difficult conditions
