1. Background
Trócaire (Caritas Ireland) has been supporting Local NGO actors in Timor-Leste since before independence in 1999 and has had an established office since 2005 in Dili. Its approaches to Partnership has varied over time has remained a pivotal aspect of Trócaire's approach to development. Due to global changes, Trócaire is now phasing out of Timor-Leste, finalising funding to Partners in May 2013 and closing the office on August 31st. A core policy of Trócaire's work is partnership with local NGOs based on equality, trust and Partner driven programming. Trócaire aims to collate its experience and encapsulate key learnings from its work with Partners and evaluate its approach in Timor-Leste.
The role of the international Consultant will be to design an evaluation of Trócaire's policies and approach to Partnerships and capacity building. The Consultant will consult with Trócaire staff, partners and other relevant stakeholders. The first task of the Consultant will be to review all relevant documentation relating to Trócaire's Partnerships in Timor Leste and globally. The Consultant will then do an in country assessment interviewing Trócaire Partners, Trócaire staff and other relevant stakeholders. The final product will be accessible to stakeholders in Timor-Leste, Trócaire globally and be presented in Timor-Leste to Partners and contribute to Trócaire's closing ceremony in early July, 2013. The design and implementation of the evaluation will be coordinated by the Consultant in collaboration with Trócaire staff.
2. Objective of the Partnership Evaluation
The objective of a Partnership Evaluation for Trócaire Timor-Leste (2005-2013) is to provide an overview of the achievements, challenges and lessons learnt with approaches taken to Partnership both bilaterally and overall.
3. Purpose of the Partnership Evaluation
The Partnership Evaluation for Trócaire Timor-Leste (2005-2013) is expected to achieve the following outcomes:
* An analysis of different approaches to partnership and capacity building initiatives
* An assessment of Trócaire's Partnership Policy and its implementation in Timor-Leste
* A review of different types of “capacity development†initiatives that Trócaire has supported in Timor-Leste
* Key learnings on the strengths, successes and challenges of Trócaire's partnership approach in Timor-Leste
* Case studies and lessons learnt for Trócaire globally and for other country offices to make use of
* Presentation to Partners on key findings
* Contribution to presentation for Trócaire's closing ceremony
4.Timeframe
The Partnership evaluation will commence in May, 2013 and is expected to involve 25 working days. Below is an indication of time allocation:
Desk Review 6 days
Interviews 8 days
Writing 8 days
Presentation 2 days
A draft is to be submitted to Trócaire Timor-Leste no later than June 21st.
5. Methodology
To include but not limited to:
a. A comprehensive desk review
b. Interviews with Partners and Trócaire staff
6. Selection Criteria
The Consultants chosen will have relevant and demonstrable experience or knowledge in the following areas:
* Programme evaluation
* Advanced language capabilities in Tetun or Indonesian
* Excellent command of English, especially written English
* Participatory research techniques
* Knowledge of international development frameworks and best practice
* Developing high quality monitoring and evaluation systems for similar programmes
* Producing high quality reports
* Working to demanding deadlines
* Experience of working in Timor-Leste or South East Asia.
* Knowledge of Trócaire's work
* Knowledge of Partnership approaches
