Expressions of interest
The Democratic Republic of East Timor has received
financing administered by the World Bank under the Global Partnership for
Education Fund toward the cost of the Management Strengthening
Project (MSP), and intends to apply part of the proceeds for consultant services
regarding National Procurement Consultant (Infrastructure and Community
Grants).
A key function of the National Procurement Consultant
(infrastructure and community grants) will be to advise and support the Ministry
of Education (MoE) in implementing updated Procurement Capacity Building Plan at
the national and sub-national levels and community grants and in carrying out
procurement especially of goods, works and non-consultant services under
Education Sector Support Project, Second Chance Education Project and MoE
budget. The responsibilities of the National Procurement Consultant
(infrastructure and community grants) will include the following tasks, but not
limited to:

Advise the
National Director for Procurement and the MoE management on procurement methods
and strategies;

Assist the MoE
with preparation and update of procurement plans for World Bank-funded
projects;

Support the
National Directorate for Procurement and MoE line Directorates with procurement
planning under the MoE budget;

Supervise and
verify translation of procurement documents into the National Language(s) under
the ESSP, SCEP and MSP;
-
Oversee and/or
conduct procurement (works, goods and non-consultant service) within the ESSP
and SCEP and procurement funded out of the MoE budget.

Support the
IFU and the National Directorate for Non-formal Education with implementing
procurement under community grants to ensure its compliance with the provisions
of the respective Financing Agreements and Community Grant Manuals under ESSP
and SCEP;

Assist the MoE
with contract management of works, goods and non-consultant services and
verification of eligibility of expenses;
-
Assist with
preparing procurement reports as per the Financing Agreements provisions and
regular procurement status reports to inform the MoE management and donors about
the procurement progress, issues/irregularities and corrective measures
undertaken;

Assist the MoE
with preparation of the ESSP Completion Reports, especially in part of civil
work contracts and community grants.
The
assignment is planned for 12 months on a full-time basis and is expected to
commence in April 2013.
The Ministry of Education of the Democratic Republic of
East Timor now invites eligible individual consultants to indicate their
interest in providing the services for this position. Firms are not invited to
propose individual consultants. Interested consultants must provide information
indicating that they are qualified to perform the services (CV, description of
similar assignments, experience in similar conditions, availability of
appropriate skills, etc.). Qualification requirements are:

Bachelor
degree with a major in a relevant discipline (e.g., Business Administration,
Procurement, Engineering, Commerce, Law) OR experience in procurement in
accordance with the public procurement law and/or international financial
institutions;

A minimum of
three years of directly relevant experience in successfully carrying out
technical or managerial duties in procurement or development project
management;
-
Proficiency in
English and Portuguese, Tetun or Bahasa;
-
Experience in
procurement capacity building/skills transfer;
-
Computer
literate. Knowledge and skills in using Word and Excel are
mandatory;
-
Knowledge of
the World Bank Guidelines is highly desirable.
The successful candidate shall be offered a
standard remuneration package according to rates for this level of
specialization.
