PROGRAMME SUMMARY:
Mercy Corps is an international NGO operating in 40 countries around the
world, and has been operational in Timor-Leste since 2005. In May 2011 Mercy
Corps began implementing the three-year, EC-funded Energy for All (E4A)
programme, focusing on alternative energy solutions for rural and peri-urban
Timor Leste. A key component of this programme focuses on a market
development approach to energy access, supporting small businesses
throughout the country to sell affordable and high quality solar products
and to produce and sell fuel efficient stoves at scale. To-date the
programme has had a focus on three districts (Manufahi, Ainaro and Dili),
but is now being expanded nationally.
POSITION SUMMARY:
The Business Development Coordinator position is an exciting opportunity to
be involved in an initiative that will create a network of small businesses
throughout the country and transform energy access in off-grid rural areas.
The Business Development Coordinator will be responsible for supporting
small businesses in Dili and throughout the country to become effective and
viable retailers of energy technologies.
ESSENTIAL JOB FUNCTIONS:
. Undertake market assessments and research that will inform scale-up
strategy nationally
. Support private sector and government initiatives (e.g. SEFOPE and IADE)
to identify businesses across the country interested in become alternative
energy retailers / cookstove producers
. Contribute to the development of training curricula and materials
appropriate for building the capacity of local businesses to effectively
retail and produce alternative energy products
. Provide on-going monitoring, mentoring, guidance and analysis to Dili and
rural businesses, helping to maximise their business performance and growth
. Support existing institutions providing business support services (e.g.
training institutions, government, MFIs etc), to enable them to deliver high
quality and appropriate training for the energy businesses
. Help to establish a formal business association for Alternative Energy
Businesses in Timor-Leste
. Work with microfinance institutions initiating loans for alternative
energy products, helping to facilitate their interaction with rural
businesses providing the products
. Conduct research and analysis into business performance
. Build and maintain strong relationships with government bodies involved in
developing the private sector
. Participate in designing marketing and awareness-raising strategies to
promote the rural businesses and promote adoption of alternative energy
technologies in Timor-Leste
. Lead marketing and awareness-raising campaigns in district capitals and in
sucos
KNOWLEDGE AND EXPERIENCE:
. University degree required. University degree in Business, Management or
Economics strongly preferred.
. Previous experience working in the private sector or working for an
institution providing business support services would be preferred.
. Ability to understand the strengths, obstacles and priorities for rural
businesses is essential
. Ability to establish strong relationships with Dili and rural businesses
is essential, including ability to communicate, motivate and engage
. Previous experience undertaking research related to the private sector
would be an advantage
. Good competence in riding a motorbike, and willingness to visit businesses
in all districts of Timor-Leste, is required
. Strong organisational and coordination skills, and high level of computer
skills, are required
. Good level of spoken English is required. Fluency in Tetum or Bahasa
Indonesia is also required
