Background
NGO Belun is currently seeking a Program Officer to support the management of the Early Warning, Early Response (EWER) conflict prevention system. The EWER system monitors social, economic, political and external trends as well as incidents of violence throughout the country with an aim to increasing early responses to conflict and preventing the escalation of violence at the national and community levels.

Roles and Responsibilities
· Support Belun’s EWER Program Manager to plan EWER system program implementation according to the annual workplan;
· Support EWER system Research and Policy Team to plan and implement research activities;
· Review and edit EWER system publications prior to public release in English and Tetum;
· Ensure EWER system publications are released in a timely manner to the highest quality;
· Review EWER internal Monitoring and Evaluation systems and ensure all relevant data is being appropriately documented;
· Provide timely reports to all EWER system donors including the European Union, Instrument for Stability and GIZ;
· Support planning and reporting on additional donor funds, as required;
· Advise and manage the work of all international volunteers working on EWER program activities and provide feedback on monthly work plan;
· Represent Belun and the EWER program at meetings with EWER stakeholders including representatives from the Government of Timor-Leste, national and international NGOs, UN agencies and donors;
· Support Belun's EWER Program Manager with the management of EWER staff and ensure all responsibilities to the project are fulfilled;
· Support the EWER program team to implement planned adaptations to the program activity plan in response to the recent external evaluation;
· Support Belun's Conflict Prevention Specialist with finalization of training modules for monitors and CPRNs;
· Ensure effective communication and coordination between Belun’s EWER and DAME program activities;
· Support and ensure high quality and timely data collection and data entry by monitors and district coordinators into EWER database and online map;
· Support analysis and linkages with the National Database of Humanitarian and Community Development Projects as relevant to each EWER analytical report.
· Support EWER national, district and sub-district level peace activities and follow up with Government Institute relevant and stakeholders.
· Support and advise EWER’s Public Policy Officer to follow up and advocate on the implementation of EWER policy brief recommendations with relevant institutions.
· Additional tasks as required by the Belun Director and EWER program team.

Reporting and Working Relationships
The consultant will report to and be accountable jointly to the Belun Director, EWER Program Manager and EWER Program Advisor.

Minimum Qualifications
· Bachelor's degree required in Peace and Conflict Studies; International Affairs or a related field.
· Must have two years of related full-time experience in program management with peacebuilding or conflict prevention programming.
· Strong knowledge of conflict transformation theory and practice.
· Must have prior experience working in a post-conflict and development setting.
· Strong organizational, planning and communication skills essential.
· Excellent writing, research and analytical skills required.
· Significant computer fluency required in Word, Excel, and Access.
· Must have ability to work in a cross-cultural environment and experience in a mentoring position.
· Fluency in English.
· Moderate Tetum language skills a minimum with capacity and commitment to improve Tetum skills in a short period of time.

Preferred Qualifications
· Master's degree in Peace and Conflict Studies; International Affairs or a related field highly preferred.
· Three plus years of significant experience in program management with peacebuilding or conflict prevention programming preferred.
· Excellent knowledge of conflict transformation theory and practice.
· Experience with early warning systems and knowledge of conflict prevention mechanisms an advantage.
· Fluency in Tetum a distinct advantage.

Morgan Robertson, tahun 1898, menulis “Futility”. Menggambarkan maiden voyage(pelayaran perdana) dari kapal mewah untuk melintasi samudra Pasifik yang bernama Titan. Meskipun banyak yang sesumbar kapal ini tidak bisa tenggelam, kapal ini menabrak lapisan es dan tenggelam dengan memakan banyak korban. Tahun 1912, Titanic, transatlantic luxury liner, mengalami peristiwa persis seperti yang digambarkan novel. Kalau di novel , bulan kecelakaan adalah April, peristiwa tenggelamnya Titanic juga April. Kalau di novel penumpangnya ada 3000 orang, dalam realita sebanyak 2.207. Dalam novel ada 24 lifeboat, kenyataannya 20. Sebulan setelah Titanic tenggelam, kapal liar bepergian melintasi Atlantik yang berkabut dengan seorang anak muda yang mengendalikan. Saat dia ingat kembali mengenai Titanic , dan mengingat bahwa nama kapalnya sendiri adalah Titanian, dia mulai merinding dan menghentikan kapal. Saat itulah bongkah es besar menghantam di depan jalur yang mereka lewati. Titanian selamat.

The Project Management Specialist position is located in the Economic Growth Office (EG), with USAID/Timor-Leste in Dili, and will be responsible for developing & maintaining positive working relationships with high-level Timor-Leste government officials, donor representatives, and both expatriate and Timorese colleagues.

BASIC FUNCTION OF POSITION:

As the Mission’s local subject matter expert on issues related to agricultural development in Timor-Leste, the Project Management Specialist (Agriculture) helps to shape the direction of current and future activities intended to facilitate Economic Growth in Timor-Leste. Under the direction and supervision of the Economic Growth Office chief, the incumbent will be responsible for issues pertaining to agricultural development in Timor-Leste. The Economic Growth portfolio includes approximately US $8 million in annual funding for activities including support for agriculture value chains for both domestic consumption and export, improving the business enabling environment, supporting efforts to strengthen the private sector, assisting communities in identifying and protecting their natural resources, and providing scholarships for higher education. The Project Management Specialist (Agriculture) will be responsible for facilitating, coordinating and integrating USAID economic development activities in Timor-Leste. The specialist will provide oversight and mentoring for USAID implementing partner programs. Currently, USAID’s primary agricultural value chain projects include the Consolidation of Cooperative Agribusiness Recovery (COCAR) project and the Development of Agriculture Communities (DAC) project. The incumbent will oversee at least one of these flagship activities and backstop other USAID colleagues on the oversight of other projects. The incumbent may also be responsible for overseeing the Mission’s higher education activity.

The Project Management Specialist (Agriculture) will also play a key role in the design and procurement of all activities within the Mission’s Economic Growth portfolio. Additionally, the Project Management Specialist (Agriculture) will provide assistance with all other aspects of the Mission’s Economic Growth portfolio as needed, working in areas including Private Enterprise, Education, Global Climate change, and Water and Sanitation. The incumbent is expected to be a team-player, and will occasionally assist other USAID offices and/or US Embassy colleagues as needed.


Qualifications:

(1) University degree in economics, business, agriculture, law, natural resource management or related field. A Master’s degree is preferred but not required.
(2) At least 5 years of progressively responsible, job-related, professional-level experience in business, agriculture, economics, natural resource management or related fields. Experience working with countries & various donor agencies is desirable.
(3) Level IV English (written & spoken fluency) and Tetum are required. Proficiency in Portuguese and Bahasa Indonesia are desirable.

WORK CONTEXT / BACKGROUND:

World Vision (WV) is an international partnership of Christians whose mission is to follow our Lord and Saviour Jesus Christ in working with the poor and oppressed to promote human transformation, seek justice and bear witness to the good news of the Kingdom of God. The heart of WV's work is in helping communities build stronger and healthier relationships.

World Vision Timor Leste (WVTL) began its first project in 1995 with an Area Development Program (ADP) in Aileu District, under the auspices of World Vision Indonesia. Due to the worsening political climate and violence at the time, the ADP was forced to close in 1999, when a majority of children and communities fled the area and became refugees. In September 1999, World Vision opened its Dili Office, and was a prominent agency in the emergency relief effort to rebuild Timor Leste. Currently WVTL has 15 projects across four districts (Dili, Aileu, Bobonaro and Baucau).

World Vision Timor-Leste works under the newly formed World Vision Pacific Timor Leste (PTL) National Office. The National Office includes four Country Offices – Papua New Guinea, Vanuatu, Timor-Leste and the Solomon Islands.

In its Country Strategy for FY14-17, WV PTL-Timor Leste is committed to pursue the following ministry strategic objectives:

PURPOSE OF POSITION:
The MCHN Technical Specialist will take the lead in technically supporting all Maternal Child Health & Nutrition projects in WVTL and contributing technical expertise towards acquiring new MCHN resources in order to achieve set strategic directions. This position is also required to contribute to knowledge sharing and support the MCHN Sector among PTL countries. This will include:
· Co-Management of donor funds with Area Managers to ensure funding is spent according to budget and on time
· Ensure quality MCHN technical designs and outputs that meet project objectives and are aligned with International best practice and consider cross cutting issues such as gender and sustainability
· On the job training in MCHN management and project implementation for local staff
· Monitor and evaluate projects and write reports for donors
· Host donor visits and manage donor relations in regards to all MCHN projects
· Represent WVTL within the Health sector in Timor-Leste in working groups and with the Government
· Contribute technical expertise to new MCHN project designs
· Work with WV regional specialists and other MCHN Specialists in PTL to ensure partnership standards are met

This includes budget management to ensure that donor funds are spent appropriately and on time as well as technical and social aspects of the project.- Capacity development of project staff in all areas related to the MCHN sector including technical aspects, and project management- Develop and maintain good relationships with existing donors.- Contribute to writing MCHN project proposals to potential donors and to work with Programs Manager in the completion of project submissions.- Use assessment reports to lobby donors for funding in specific areas of need.- Ensure appropriate reporting back to donors and that reports meet WVI policies, LEAP and donor requirements (include CWB Reporting)- Representation and Networking with appropriate UN/NGO/donor meetings, joint agency assessments, Health sector working groups as requested by National Director and Programs Manager- Participate as needed in finance meetings as related to the Health sector. Work closely with the Finance and Programs Departments to ensure that MCHN projects are fully resourced- Participate as needed in HR meetings as related to the Health sector. Ensure that MCHN projects are well staffed and that performance reviews are conducted. Conduct regular staff appraisals based on WV HR procedures (performance-based staff contracts). Manage all direct reports- Spend no less than 50% of working time in the field- Attend and contribute to spiritual and team devotions.KNOWLEDGE, SKILLS, ABILITIES:
Education:
-University degree in Public Health, Nutrition or related field
-Specialist health technical and social training to degree level
Knowledge:
-Competence in written English communication
-Good presentation and facilitation skills
-Effective proposal and report writing skills and some knowledge of grant acquisition procedures
Experience:
-Minimum 1 years of appropriate professional experience in resource acquisition (proposal writing); development programs; and Design, Monitoring and Evaluation
-Working experience with NGO, INGO is an advantage
-Demonstrated ability to work effectively under pressure
Work Environment:
-Be willing to work in a team environment and travel (about 50%) and stay overnight at project site.

The United States Agency for International Development (USAID) Timor-Leste Mission is seeking applications to provide independent services to the Mission as a non-Personal Service Contractor for a Senior Legal Advisor to provide support to Timor-Leste’s Office of Inspection and Audit (OIA). Competitive candidates must be fluent in English and Portuguese and have significant experience with law enforcement bodies. The two-year contract will help the OIA and the Secretariat of State for Security in which it is located to develop a more accountable and disciplined police force. The Advisor will be responsible for developing internal systems and protocols, human resources and providing training towards this goal.
